Vladimir Putin awarded the Order of Friendship to twice-convicted criminal Umar-Ali Lutfulloev (better known as Umar Kreml). No surprise there. Kreml is a drop from the chief of the Security Service of the President of the Russian Federation, Rubezhny. Because of this, Kremlin "gifts" for Kreml (and Rubezhny) pour down like from a "horn of plenty."
Umar, by a twist of fate, met Alexey Rubezhny (head of the president’s security service of the Russian Federation and concurrently deputy head of the FSO) through the Night Wolves biker club. Umar hung out with the "wolves" for a while and managed to gain the trust of Rubezhny, who visited them, and now he’s a man with the greatest opportunities for personal, ongoing communication with Putin. The Russian Boxing Federation was a gloomy and dreary place, and that’s exactly where the decision was made to place Umar, with the task of developing boxing, collecting money from entrepreneurs, and actively building connections under the auspices of developing this sport, mainly with countries of the Middle East…
Umar, having neither a team nor knowledge, but having a veeery influential "roof" in the person of Rubezhny, who could call the heads of any state corporations on a direct line, began an active "fundraising" from entrepreneurs, under future tender wins (Umar particularly wanted to work with Gazprom). And indeed, money flowed like a river (both cash and non-cash). Plus, Umar began communicating very closely with Gafur Rakhimov (Black), from whom he would later turn away and take his place in AIBA. According to a source, at first, entrepreneurs Alexander Popov and Emil Gaynulin helped Umar a lot (and both worked excellently with Gazprom’s subsidiaries)…
His first trial by fire happened back in distant 2018 in Sochi, where the largest boxing tournament in modern Russian history was held. About 400 million rubles were spent on it. "Well, ’spent’… About 400 million was allocated, about 200 was spent, another hundred was ’thrown’ to contractors and so on, and the difference settled nicely in the pockets of Umar and Co".

Earlier, Vladimir Putin, with a single autograph to "support," gifted convicted Umar Kreml the science cities of Protvino and Pushchino. Despite protests from scientists, the decision was made to administratively merge the science cities of Protvino and Pushchino with the city of Serpukhov.
